Check if the timer is set? If that is okay, a failed element is the most likely cause. Disconnect the leads and check continuity with a test meter.
Belling Oven is Not Heating Up
You can test whether your Belling oven is heating up correctly by turning the oven on, setting the temperature and letting it sit for five minutes. If the oven cavity is not hot when you open the door, it is likely that your oven element is broken.
Take the tiny screws of there are loads down right hand side then release screws on hob once you can lift hob plates up. Undo the covers on back of timer clock control . Make sure you un plug from mains . Take the neutral of back of timer clock. This will allow your oven to auto ignite again
check your timer,if it has a programm set(by accident)the oven will not work until this has been cleared,if your not to sure then switch cooker off at the cookers main switch on the wall.leave for a few mins and switch back on this should clear any set programm,good luck.
ISOLATE MAINS POWER BEFORE OPENING SIDE AND REAR PANELS.
The grill and top oven have as discribed in the manual a temp regulator it is mounted on the side or rear chassis, this is probabily blown, they are normaly connected, when the devise goes faulty it stays open circuit, there are letters and numbers on this, take a note of them if you can read it. go to a local electrical store with the component, you should get a replacement, if however you have a multimeter, measure across the terminals with the meter on resistance, if no continuity, or contiunity to the case, the component is faulty. If however the component checks out working go to timers and remove the time on the auto timer for the top oven, visualy check the elements if the element have Black Grey spot, replace as it has blown, you can get spares at relativly low price you will need model and serial number of the appliance, from whitegoods.co.uk

The main oven will not work if the timer or clock is not functioning. you need to establish if the clock is faulty, and replace if it is

Hi, switch off the mains for the cooker, wait for about 15 seconds then press the 2 buttons on the left and hold them, and then press the - or + button to set the time. Cheers
I believe the control's child lock function is enabled. To disable it, press and hold the cancel key (will have small padlock icon under the word "cancel"). That should clear the condition.
