If the phone is powered off it may consume a small amount of battery to keep your settings but shouldn't be much. There might be a sleep mode that makes the phone look like it's off but really isn't and that will drain your battery

the computer is not the problem, the problem is the phone. you must make sure that the phone is set to enable USB connections, usually when you connect the phone the phone will display a pop-up asking you what you want to do, additionally you could go to the settings option and set the default action for when the USB is connected. what you probably want to do is data mode, which lets the phone act like a USB stick.

If you want to try a simple solution, Go to Settings, Wireless and Networks, then Turn on "Airplane Mode" wait until you see an airplane on the top status bar of your phone... then Turn OFF "Airplane mode"
If that doesn't work, and you want to reset your phone, take it to the place you bought it or any place that is on your carrier.
