On the top center of your laptop, (if equipped) you will see a small circle with a glass lens. This is where an integrated webcam is located. If you don't see this, then you do not have a webcam on your laptop. You will need to purchase an external webcam to have one. Open Skype, click "Call" and select "Audio Settings..." Click on the pull down menu next to Microphone and Speakers to make sure Skype is setup correctly.
Disconnect the Camera from the USB port and reinstall the CD or Downloaded software program.
When the program asks you to connect the camera to the USB port, do so and it should work.
Then to use it on the Web, do this. Web Camera’s have to be setup on the program they are to be used with. Just installing the camera on your computer does not set it up to broadcast on messengers or Skype.
Each program has Options that have to be setup in order for the Audio and Video to function properly.
As an update to the posted problem, I have got the camera software loaded by opening the disc contents and then opening folders and clicking on individual setup arrows. This after the auto setup for the disc, repeatedly failed to work with the XP home SP3.
As this is only a partial success and not the way it all should have installed, I am now talking to HP about the issue.
Yes the camera now works on my XP operated laptop, but not all the arcsoft and HP add ons work yet. Watch this space.

set it up as follows:
Go to Tools,
then Options, and click on Audio Settings and set the Microphone

click on the Video Settings.
The
camera if Installed Properly will come up and show a video picture.

on the bottom of the page click on Save.
