SOURCE: i have a stairs with a switch and a bulb on each

I answer questions for free.
I know electrical wiring.
I am unsure about a few things in your question.
Are you wanting to know how to wire a product you purchased?
Are looking for a wiring diagram to see if you can do what your want?

1) Is your circuit a 3-way circuit with 2 switches controlling both lights?
2) Or are there 2 different circuits where each switch controls one light?

Here is a Leviton manual with wiring for occupancy sensors:
http://waterheatertimer.org/pdf/Leviton-IPP0R-1LW.pdf
If you want sensors to replace 3-way switches, you need a control sensor and a remote sensor.

Replacing a one way light switch with a infrared motion sensor. Sensor has N,L,A connection points. brown to L. blue to N and green to old earth on socket base. What is the A for ? Not working Joh

It is best not to speculate about this - you need to refer to the data sheet for the switch. The passive infrared sensor will require a low voltage for operation which it will derive from the mains (probably) but that would usually require a neutral to be present in some form.

A neutral of sorts could be derived from the circuit through the load, but only while it is switched off) or from the earth connection, which is a practice that is frowned upon.

PIR switches and house wiring is incompatable?

Several possibilities. First use standard light bulbs until it is working. Some of the PIR have triac outputs which need a minimum amount of current to work. CFL and LED lights can be a problem with electronic switches/dimmers.

The PIR needs electricity to operate. The black and white wire are probably power and return, there is no neutral to connect to the PIR. Unless you can get a different PIR that does not need line power to operate you are out of luck. There may be some that can cycle steal power and would work but I am not familiar with them.

I assume the three way is a three way PIR and the lights that are flickering are electronic such as LED or CFL.

If you talk to one of the people where you bought the switch they may help you free of charge.

Good Luck

Pir connected to 3 bulkhead lights the lights work but the pir doesn't appear to operate the lights just stay on I have attached a picture of the wiring can anybody tell me if it is correct

It appears you do not have it wired correctly. If you want help a better description is needed. I would think the brown wire needs to be connected to something.

User manual for fl09sbk light

It appears this device is rate 10 amps at 230 volts = 2300 watts.
Use at least #14 wire and 15 amp breaker.
Connect wire at connection point on light.
Unit appears to have a transformer, and might make humming sound.
There is override located somewhere on unit. Possibly as a button on the motion sensor

If infrared motion detector requires separate wiring connection, then use following wiring illustration:
http://waterheatertimer.org/images/How-to-wire-motion-sensor-230V.jpg

Motion sensor will probably have 2 settings.
1st setting for sensitivity, so it will not activate when cat walks up driveway.
2nd setting for time duration, selectable from 30 seconds to 7 minutes

Wiring diagram for a p i r to a light

They all wire the same. The black wire on the PIR connects to the incoming (usually black) hot or switched wire. The red wire on the PIR connects to the light(s), usually a black wire. The white (neutral) wire from the PIR connects to BOTH the incoming white wire and the white wire that goes to the light(s).

How to wire

This should replace any existing single pole (one location) switch. You have two wires on the pir, black and blue and then the ground. The black hooks to the hot or common wire. It may be black, but it will be the hot wire. The blue wire hooks to the wire going to the light. The ground hooks to the green or bare.

Where can a get information how to install a automatically turn light swicht leviton model occupancy sensor m,odel

What's the problem? You can get instructions at leviton website but also suggest you read competing products manuals to build perspective. These are difficult to install in 3 way wiring situations. In 3-way they only seem to work well when wired to load not line side. In 3 way I suggest you wire in 2. There is a certain way of doing this. I just looked at instructions for Leviton's competition.
