If the lens focuses in manual mode but not in auto then it may well be a broken ribbon connector. You'll need to get it replaced.

Who can fix my

Your problem may be a broken zoom ribbon. If the lens works OK in manual focus this could be it. You'll need a professional repair which is not expensive.

Lens will not change aperture setting.. it's stuck on F4. Should be able to change to F2.8 Michael

You'll notice that the maximum aperture is specified as f/2.8-4.0. The lens has a maximum aperture of f/2.8 only at the 17mm focal length. At the 35mm focal length, the maximum aperture is f/4.

Does the lens open up to f/2.8 when you zoom out to 17mm?

Nikon d40 wont autofocus

Your 28-90 AF-D lens can't autofocus with the D40, which requires AF-S lenses with a focus motor in the lens. Sigma lenses with "HSM" (HyperSonic Motor) in the name also have the focus motor.
