Try re-booting, if that fails pull the plug from AC , remove battery, hold down on/off button for 10 seconds, plug into AC boot normally.

Boot up and tap f8.
Start In safe mode.
Log out, switch to admin account.
Go to start menu and run.
Turn off all start up items and services.

have you checked if your pc is compatible with win7? use this to check it: http://www.microsoft.com/windows/compatibility/en-us/default.aspx
and if it is, try to do a clean install. boot from the cd. insert the disc. restart pc, as soon as it has power, press F12 several times and highlight cd/dvd drive or ODD using your arrow keys then press enter. it will load the cd from there. And that should work fine.

I would suggest u to do a power drain before contacting a tech.
For that remove the battery and unplug the charger.
Hold down the power button for 20sec.
Put the battery back in and power on the computer.
