Question about Singer 2263 Mechanical Sewing Machine
Just bought and learning how to use my new Singer. Cannot fill bobbin because the handwheel will not pull out or push in to stop needle from moving. What am I doing wrong
Are you sure you have to pull or push? It looks to me like you just slide the bobbin winder spindle to the right to engage.
Here's a manual for your machine... I'm sure more specific info is in there.

Mine did the same thing, I found that I had to make sure the needle was down (?) for the bobbin winder to work. Maybe yours will too. Hope it helps, I haven't been impressed with this machine yet. My current problem is the auto tension is not working and my thread keeps bunching up when I sew more than 5 inches. Real Pain.

SOURCE: Bobbin won't wind Singer 7422
Your problem lies with the main shaft that is to tight to release the bobbin winder mechanism, because of old grease and oil becoming sticky. A short term solution will be to remove the needle, in order not to hurt you, and then hold on to the needle bar with your left hand, while engaging the bobbin lever with your left hand. This will prevent the main shaft to rotate and your winder should work. In the long term, take it to your dealer to clean the oil and grease. You will not be able to open the machine casing yourselve, as you might damage the casing and or electronics.

SOURCE: Hand Wheel Won't Turn
The "Bobbin stopper" is in the incorrect position. It moves from side to side in a switch like motion. In one direction, it locks up the machine. That is, you can turn the wheele backwards, but not forward.. The bobbin stopper can be found in the book that cam with the machine. In our book, it is item #9.
