It may have stalled due to flooding and the pull starter wont work because the engine is hydrolocked. Take off the spark plug and see if the pull starter frees up. If it does than I think your electric start will work again as well. The cause of the hydrolocking may be a hung open float in the carb. Which maybe due to fuel gelling in the carb from long periods of sitting. So the Chem-Tool idea is a good one but I would also check the carb by having someone take the carb bowl off and looking for gelled fuel.
You have probably fouled the spark plug (got a heap of black carbon on it) remove the spark plug wash in some petrol then use a wire brush vigorously brush between the contact points on the plug then reinstall. & lastly don't forget to push in the choke when you get it fired up next time.??
let it warm up with choke closed manually after it starts to stall with choke closed open it and dont let it stall u can learn to play with the choke a little to get it to run right GOOD LUCK!
You didn't mention if the same thing happens engauging the mower deck. If it does both, start with the carb and choke. also, check out the safety switch on the steering handles for a loose wire or a ground short. This should be fairly easy.
