Hello,
Still want to resolve the windows was unable to complete the format problem and format your hard drive successfully? Have you tried to format this hard drive in Disk Management interface like this: right click My Computer to select Manage option listed, click Disk Management to right click this hard drive with such unable to format error and format it there?
If such ways also cannot help you perform a complete format there, merely go seek for a hard drive formatting program online to have another try.
Hope you do have backed up all your important hard drive data well on other drives before any format.

You have to be the computers administrator to change any values on any hard drive on your computer

click start control panel user accounts on the users tab click the name of the computer administrator you must have full control

click start click to open on my computer you should see your usb drive could be E: or something right click select properties there will be an array of options

select the sharing tab option then advanced sharing make sure you have a tick in the share this folder box

then click permissions make sure you have all 3 boxes ticked full control changes and read in windows 7

click start control panel user accounts click on the administrators account if you have made one or you will have to create one in windows XP

click start right click on my computer select open
Right click the icon of your usb drive (It should be E:/ or something)
Click Properties in the menu that comes up
Click the Sharing tab
Click permissions
And finally, click Allow next to Full Control.

click start click on my computer you should see your usb drive

right click then select format

another way is to control panel administrative tools computer management disk management right click on your drive select format

You should not need to format your drive for any reason. If it pops with a box scan now and fix or continue without scanning choose the continue without scanning option. What were you trying to do?

SOURCE: I have Transcend storejet 320

Sound like your USB hdd going to fails. Common problem causing this issue is not enough power for external HDDs. If you already attached one USB cable then you should try to use 'Y' USB cable, to give the device more power.

I'm trying to format my hard disk but i cant this problem always appears "Windows Unable to complete the format" what should i do? ive done different ways to format it and nothing works please...

There are two possible reasons for this issue. 1. bad hard drive... 2. bad installer (operating system disc).

It does not completely load the needed software that's why it's showing up that certain error message. Here's my suggestion:

- Try a different installer. If you can't find a different operating system's disc, then, purchase one.

It would surely fix the problem if your hard drive isn't bad. If the hard drive is bad then you have to replace it.

I hope this helps.

It seems that the card is bad. Try to format the card on a different machine to rule out your Windows formatter.
