Either the lens is dirty or the optica are starting to fail. If you can gain acces to the optical assembly, try cleaning the lens carefully using a cotton swab and alcohol. If that fails to resolve the problem and you are able to read CDs but not DVDs, the optics are failing and need to be replaced.
