There is a sending unit in the fuel tank that registers how much fuel there is. It is probably broken, giving you a funny reading on your gauge.

was the tank off the bike recently? was the fuel sensor plugged back in? its the wires at the rear of the tank. i fixed one like this for a customer recently.

Youre gauge is controlled by a plunger in the fuel tank which is attached to the sensor and the fuel gauge. it sounds like when the plunger goes down half way its either getting stuck down lower then it should. Needs replacing. Any mechanic can do this install for you.
