Hi....
Most likely .
All the belts should be changed out and wheels/rubber rollers need cleaning.

Why does tape go slow, then stops?

Gary hi! I am not sure whether your machine is solenoid controlled but if it is then I would suspect the solenoid that operate the capstan roller to be overheating, I had the very same problem with my Studer and Revoxes and when I smeared some heat sink compound (Available from electronic stores selling components like Radio Shack etc.) and fit if the chassis is cast aluminium like the better manufacturers use,as a heat sink. You can chech the belts and the lubrication of the drive system but I doubt that. Clean the capstan roller with denatured alcohol or cleaning alcohol.

Teak a1200 reel to reel tape deck

Getting a belt is easy but the replacement of only that part to fix the deck is only a dream. Older decks need all kinds of other work to make them right. I have been doing them now for 40 years and there are no short cuts if you want it fixed right. Also to get them to record correctly with the better tape of today they need record EQ modifications which I have been doing since Scotch 207 came out. There are now 4 1 mil tapes that are going to market. 1 from ATR, 2 from Pyral, 1 from Splicit.com called Capture.
Belts can be had from Marrs in Texas or Consolidated Electronics in Ohio. I don't mess with E bay belts as they only want your money and often times they are wrong. I change a lot of them that are oily looking and even the wrong size from customers that can not get their decks to work. They work well when I am done with them. I have been doing this business a long time and I was the guy at Teac in Arlington Heights. No amateurs here.

I need a capstan drive belt for a TEAC 3440 reel to reel recorder. Wherr can I find one?

Just measure the diameter in MM and put the result into google with the words 'cassette drive belt'. Belts are not maker specfic.

I have a teac 3340 reel to reel recorder and believe it can only function in 2 speeds 7 1/2 ips and 15 ips. I have many reel to reel recordings that are 3 3/4 ips. Is there an adapter or gadget I can use...

In short, no. if you look closely you will see the Teac 3340 has a much larger/thicker capstan shaft than other Teac reel decks. This feature allows the faster tape speeds...7 1/2 and 15 ips. In order to slow down the Teac 3340 you would have to change the flywheel to one from another deck that was made to run at 3 3/4 and 7 1/2. Which is possible but some work..plus you would have to find a slower speed flywheel from another Teac deck. Also to maintain performance, the bias and Eq positions for the slower speeds would have to be readjusted from 7 1/2 and 15.

When play is punched in either direction it want move, not even in

yes, one nice overhaul will fix..(this can be done by you if you are daring...when u open take apart you will find a metal strip like band..I had used a bandaid for brakes the gauze side) you need new brakes (just like a car it is run down) on the reels in order for it slow & stop when it suppose to...or you can search and find a good old fashion repairman..(sorry I dont know of none)...for dragging, before playing all open reels fast fwd to one end then rewind it back to the beginning now hold the blank reel with that little bit catch tape try to tighten full side tape by going slightly going the other way not trying to stretch nor pop the tape.....now press play
