you can download the arabic language support from here
1- Extract the RAR file and you will get a .cab file inside it
2- don't extract the .cab file .. just copy it to your device using ActiveSync
3- open the .cab file from your device and install the package.
4- the phone will ask you to restart .. restart it.
Enjoy full arabic support ;)

I think youre phone is a ppc and it wold be enough to download an program from the net and if you wana go on shure go to youre mobile phone provider that should cost from 5 to 50 dolars
