Question about Televison & Video
I think you are saying the tuner with the cable or antenna has this issue but not the rear inputs---You should if that is the case be able to get around this by using a cable box with outs that are going to be hooked to a rear input---bypass the tuner circuits in the set and go direct--cheaper that way than going after a bad tuner etc.

Bad caps and solder connections, especially in around the 9v regulator just about center of the defection circuit... Not a terribly expensive job and certainly worth the repair if the cabinet is in good condition...

Just finished one of these here at the shop. There is a service bulliteen from toshiba on these. There is a series of 11 16 microfad service mounted caps on a cuircit board called the hypermodule... basically the main signal processing board. that needs to be replaced. very very tricky soldering. very dificult repair. We charge about 250 in labor pluss the parts

Absolutely not. Your set is the safest type of tv to play games on. Plasma sets are the worst type to play games on due to screen burn in. You are good to go.
