Good advice, and : I always have used ! ): My apartment shares walls on all sides, I think this may be related to my problem...also: I was told this is related to the sound chip configuring within the computer software and that can cause bad communications which cause the volume to 'blow out' especially if it's that I need a new sound chip (I may be using incorrect terms in this explanation)

Why did my micro stop working?

I guess the main plug fuse does not blow for the same reason it does not blow and you can wreck a PC, although not certain why that is. I have a feeling from past work on a Panasonic that there is an internal fuse as well. This may have blown with the power surge.

Electric went off then it came back on but cable box want come on

sounds to me like the box may have blew a fuse if not the circuit board try replacing the fuse if that doesn't work then I would advise just getting another box. maybe think of getting an adapter with surge protection on it cause when something like that happens you get a surge of electricity when the power comes back on and it will just blow every thing or even just turn things off when you have a power cut so when the electricity comes back on it won't create a surge

Check the main fuse in the power supply, the TV also has small surge protection devices (MOVs) installed after the fuse, any surges the come along and big enough will cause the main AC fuse to blow. When you surge protector, EVERY connections must go through the surge protector, for example, the AC cord of the TV is connected to the surge protector, the cable connection did not go through the surge protection, the surge then can get to the TV through the cables.

ok first there could be a direct short in the ecu causing the fuse to blow OR the alternator/starter solenoid could be shorting out and blowing the fuse unhook the alternator and see if it blows the fuse then repeat with the starter and the ecu and let me know what happens
