The 21:13 error generally means that there is a problem with the movement of the service station which is located on the right side of the plotter.Switch the power off, check for obstructions, if none found, go into diagnostics mode and run the service station test to determine if the problem is in fact located in the service station or the print mechanism. If the unit is badly inked up it inhibits the proper movement of the service station making the easiest solution to replace that part if it is where the cause of failure is determined to reside.

I tried the fix of :
This may be an error finding the mark encoder. The mark encoder is the
white plastic piece on the left end of the roller. Replace the lense cover
first. If the error remains, turn the printer off, and place a piece if black
tape over the hole at the left end of the drive roller, this will block the
mark encoder from the line sensor and should trigger a 010092 error during
power on. When the 010092 error comes up,
press enter to continue past the error. After the printer comes ready, remove
the tape, and run a scan axis calibration.
To run the Scan Axis Calibration:
1. Enter "Device Setup".
2. Enter "Utilities".
3. Press the UP arrow and ENTER keys simultaniously,
4. Select "Yes".
5. Enter "Service Calibrations".
6. Run the "Scan Axis Calibration".

Star wheels motor error..
Corrective Action: Try the following:
Switch the Power OFF from the back of the Printer and disconnect the
Power cord. Reconnect the power cord and power On the Printer.
Check that the Starwheel Assembly cable is not damaged and is correctly
connected to Main PCA.
Open the Window and check for any visible obstacles restricting the
movement of the Starwheel Assembly, then clear the obstruction.
Perform the Scan Axis Starwheel diagnostic test to troubleshoot the
problem further → Page 4-7.
Replace the Starwheel Motor → Page 8-177.
If the System Error continues, replace the Main PCA

It is not recommended that the user replace the carriage belt, on any HP printer. Any damage caused by the user, won't be covered by the warranty and will likely result in a completely useless, but very expensive doorstop. Or paperweight..
I do believe your printer has since been discontinued for support, however only an HP Customer Service Representative would be able to confirm that. I would suggest phoning HP for technical support or to at least confirm whether support is available.
Even if your printer is no longer a) under warranty, which I suspect it's not, or b) out of support completely, they may be able to provide you with a list of Authorized Service Providers (ASPs) within your area.

Printhead failure this is.
Turn the printer on.
use the Down Arrow key to scroll to the Ink system menu icon and press Enter.
NOTE:If the error code appears during initialization press the Enter
key to allow printer to complete the rest of the initialization process.
Scroll to Replace Printheads and press Enter.
The printer should now move the carriage to an accessible position.
Open the top cover.
Remove all four printheads.
Turn the printer off using the main power switch located on the back of the printer.
Turn the printer on.
Following initialization, insert one printhead at a time, starting with the black printhead.
Determine whether or not the printer accepts the printhead.
Turn the printer off and repeat steps for each of the printhead.
Replace the failed printhead.

This error can be caused if there is anything blocking the movement of the carriage. I just had a client with this problem on Tuesday and it turned out that they had opened the print head cover and had not closed it properly. This caused the metal latch to block the movement of the carriage. I would check that first, as well as look for any small bits of paper that may be blocking the complete movement of the carriage.
