Hi Please check around vertical outpu IC for bad solder joints and you can try to replace the electolitic capacitors in vertical output line. Check if vertical plug (which comes from deflexion coils) is well attached in place.

I have found several of the vertical deflection caps to be off value as well as the vertical chip to be defective.First after pulling the chassis (mark plugs and sockets that have no id numbers with a mark a lot) look with magnifier around vertical and hi section for circuit board cracks that need resoldered.Hope this helps.
Technition
have a Mitsubishi TV 1993. Model CS-35301. The problem is that there is a white line that is running through a blank screen. The sound is fine just no picture. Have you heard of "Vertical Collapse?"
I would love to save the TV.

this problem can be solved
1 check vertical yoke connector or wire loose
2 check supply to vertical section which normally comes from EHT transformer
check components in vertical section or print loose

The 20F530T uses the relatively newer ITC008 chassis. If the picture collapses down and only a small bright line is visible, it means that your vertical output IC has stopped working correctly. This could be due to a defective IC, cracked solder joints on the IC or the power supply that feeds it. The IC should be replaced or resoldered and/or the vertical power supply restored by an experienced tech familiar with the new line of RCA TV's.
The GE (actually RCA) 31GT659 has the notorious CTC187 chassis. This chassis developes cracks in the solder joints on the shields around the tuner and microprocessor, and can mess up the settings stored in the EPROM IC. This could result in channels going snowy, vertical collapse, loss of sound and/or total shut-down. The set should be resoldered and reprogrammed by someone experienced with this RCA chassis.
