Question about Samsung SyncMaster P2370 23" Monitor
You will need to hooked up first with other monitor just to ensure if the cause is only with in the monitor. after you replaced with other monitor then the same issue so that was mean the problem is the pc. you can scan disk the hard ware to the other pc , usually it was happened if not properly shut off.

Common problem is in the DC filter caps in the power supply circuits, that will be the first thing to look for first, please note that bad cap can look normal but can have high ESR.
If you are going to DIY and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). it can be a problem of VGA cable try to move it if the same problem check the degauss circuit the posistor and relay and the transistor
