The gauge is bad. Injector pumps need tons of pressure cause deisel compression is high

Fuses? Blown fusible link? Most gauges work by getting 12 volts from the ignition switch when on, and getting a ground from the sender. Often the 12 volt supply wire goes to more than one so if dead, both will fail. If you have a wiring diagram, you might find which wire to cluster should be hot, and trace it backward to find the issue. Easier to check for ignition switch feed first.

Check your parts sites. It is true that some fuel pumps are unitized with the fuel gauge. But there are also some with replaceable pumps which means the gauges are also separate.

There are also differences in the connectors with some having flat pins, broader flat pins, and round pins in the connection.

But dropping the tank is a must. Also be aware that there can be a plastic screen on the pump and it may fall apart and jam the float.

If the gauge never moves it's probably a sensor. If it warms up but never gets to normal, your thermostat may need replaced.

Do you have access to a non contact laser temp gauge?
If so shoot the thermostat housing and see if the gauge is correct.

If the gauge is off from the laser then replace the engine coolant temp sensor,
If the gauge is correct then double check the thermostat installation,is it in backwards? or maybe you got a bad thermostat.

did you flush the entire system when you replaced water pump?

Had the same problem with my '96 Silverado with 350 Vortec. The truck would only crank. It would start if fuel was poured down the throttle body. Could not hear the fuel pump hum. Fuse was good, but could not hear relay click. Relay was good, Did some electrical wiring trouble shooting. Turned out that one of the connectors that clasp onto one of the pins of the fuel pump relay wasn't making a good connection, too loose. I just stuck a peice of wire into the connector and pushed the relay back in. Relay clicked, Truck Started. It's been more than 4 yrs. since I made that McGuyver fix. Still firing.
