Question about Samsung SyncMaster 2233BW 22" LCD Monitor
First thing is to remove the 15pin cable completely and closely inspect the pins inside the connectors. Often these inadvertently are bent when inserting the connector. If any are bent, use a fine pair of strong tweezers to straighten the pins. Once this is done, carefully re-attach the PC and Monitor ends of the i/o cable and boot up your PC.
If this does not work as a solution, reload the monitor driver for your monitor. You can usually obtain that free from the manufacturers website after entering the model number of the monitor.
