The seals are worn in the cylinder. Cheapest solution is to find one at a salvage yard and replace as to rebuild would be costly. I used to be a hydraulics journeyman and power steering works on the same principles.
Does your car make a groaning noise when you turn the wheel? It could be a few different things. The first thing you want to do is check your power steering fluid. If it's low, top it off and see if that helped. It just takes a standard power steering fluid, nothing specific.
If the power steering fluid was low and that fixed the problem, you need to ask yourself the question - Why was the fluid low? There's probably a leak somewhere that needs to be fixed.
If the power steering fluid wasn't low, then there's a couple other things it could be. If the car makes a groaning noise when you turn the wheel, chances are that you have a bad power steering pump. If there's no noise and you just don't have any power steering at all then it could be a bad pump or a bad power steering rack.

Sounds like you need a new power steering hose. To verify this, I would dry up any wet areas on the hose and pump with a towel, get a flashlight and start the vehicle and try to determine the exact site of the leak which is usually at the ends of the hoses. Good luck!
sure the hose could be leaking, these are the kind of problems that arise in the auotmotive feild of repairs. take a can of brake clean mabey two and clean the area of good , let it run to find your leak rember make sure the fluid is full and overfluid good luck kdc744
Are you certain that it's power steering fluid and not brake fluid?
Most vehicles do not have any power steering lines inside the passenger
compartment but brake or clutch master cylinders can leak through from
some vehicles.
