Will my 240v charger work on 110v

Can't say for certain, but there are specific 110V and 220V versions of DCB101.
None are labelled 90-220VAC as would be normal for universal voltage equipment.
If you operate 110V equipment on 220V then you will most likely damage it with overvoltage.
If you operate 220V equipment on 110V then you will most likely damage it in over current or have it simply not work.

It is possible that the charger is universal, just not labelled as such.

I'm trying to find the correct battery pack for a Commtel com 214 scanner.Unit says 12v dc.??

The 12vdc refers to the charger you need,
The battrey is a rechargeable internal battery and you just need to find a 12v charger,
ebay "commrel 214 scanner charger" to buy it
if you do need a new battery the model number is bp-120
here is a link to pictures of the battery and EVERYTHING you need to know about the scanner

My battery has discharged. I bought a new charger, but it seems to not carge the battery. Any actions or is a new battery needed?

I took my totally discharged batteries into an auto supply store and they left them on their charger overnight. There was no cost for that service and the batteries came back to life and have lasted an additional 6 months. I just replaced them with 12V 15Ah batteries and am getting much better performance now. The total cost for the new batteries was about $70, including delivery.

Low Battery

Your battery may be losing it's ability to hold the charge or your charger may be fully replacing the charge in the battery. Personally, I suspect the battery.

Batterys dont keep there charge i think the batterys need to be replaced

before you dump those batteries, check the charger. If the battery when charged runs the tool but dies out quickly then you are probably right. If the battery never seems to be charged at all, then it may be the charger.

How to fix or repair a panasonic 12v cordless

it realy depends on what kind of charger it is, if it has a coil or a switch mode charger, switch mode chargers have ic's in them and changing them or even getting them may be very hard, if its a coil type check output on coil as its likley to be that they have a built in thermal cut out fitted witch burns out, if they get over heated,,,
