Problem occured straight after i had a flat battery and had to get jump started with booster cables. Have replaced the radio fuse in fuse box and didnt fix it.

You need a code to enable your radio. Happens every time the battery is dead or disconnected. Contact a Saturn rep.

Had the same problem with my TT Roadster after giving it a jump. They dont tell you this but there is a fuse on the back of the stereo that goes out, that's the fuse that needs to be replaced. I just took it to a local car stereo shop (because they were the only one's to have to tools to take the remove the radio from the dash) and had them replace it, it cost me.....$10 and i was out of there in 10 minutes.

Jeep got rid of Fusible links by 1999. All the fuses that in the past would be Fusible Links are now in the Power Distribution Center in the engine, as Maxi-Fuses. However you could have an after market modification that would include a Fusible Link. That said, make sure you have a good charge on the battery before starting, it doesn't seem like a big deal....but it could make a difference.

Bare or burned wire, most likely battery cable or alternator cable near exhaust system which might be making contact with a metal part somewhere, off and on, because of bumps, vibration, etc.

It is mounted to the tranmission on the side of the engine by the radiator support. It is rather difficult to get to and involves disconnecting some of the exhaust to get to it. Here is a link with some more information and pictures:
