The problem might be due to the motor is trying to run and can't or does'nt start or the motor is running but the belt broke and so it is not transfering any power.You will need to take a look and see which is the case.
Motors and belts can be challenging to repair so be warned if you are attempting the fix yourself. It does depend on the machine some are harder than others....

The water-level switch regulates your washer's fill volume. This switch is usually a diaphragm device with a small, clear tube attached between the switch and the bottom of the washer's outer tub. As the water level in the tub increases, the pressure on the air in the tube increases. When the pressure reaches a certain level, it activates the switch, shuts off the water, and signals the timer to begin the agitate cycle. If the switch is defective, it may prematurely signal the water to shut off. If so, you probably need to replace the water-level switch.

It sounds like the cold water solenoid is not working. Test the resistance in ohms across the coil and compare with the coil on the hot water side. They should both be the same. I don't think the coils are sold separately, so you may have to get a whole new valve, but you could try asking anyway.

Hello, welcome to fixya. Based on your post I understand you have a problem with a Maytag washer, these units are built by Whirlpool (such as yours) as you may or may not already know. That being said, I cannot locate any model number with the number 1 in it, could you double check and clarify perhaps it is a "wvwc700" or other ?
