SOURCE: dell latitude bios reset
The BIOS setup password is stored in NVRAM and can only be accessed with that password. On the bottom of the laptop there is a Service Tag number. Dell support site can use that number to generate a master password for you. http://support.dell.com/support/index.aspx?c=us&cs=19&l=en&s=dhs&~ck=mn If you need further help please post back. Clearing the CMOS will reset the password...
Take the button cell battery out for a few minutes, put it back in, and all settings, including the password, should go back to defaults.
Unfortunately it looks like your BIOS battery is under the keyboard...
Dell has got what looks like decent directions here, for getting at it:

Go to Dell support and download the latest BIOS revision. When you flash the bios it should wipe out the password. The second option is not as appealing.... open up the laptop and remove the CMOS battery for 30 seconds. This is much easier on a desktop, but a proven solution if there is no other way.
