hi, OK FIRST......Both the cable box AND your TV can lock up and cause NO SOUND....except for that hiss you're hearing.
So, UNPLUG BOTH UNITS FOR FIVE MINUTES, and then plug them back in and see if you still have the sound missing....
NEXT, if there's no sound, look on your remote control for the MTS button....if you press it and it says SAP on your TV screen, keep pressing it until MAIN pops up on your TV. That's for MAIN sound, SAP is for Separate Audio Programming.
Also,why the TV does not bring out sound when on TV is because the TV region does not work in your country where you are right..
In other to fix problem like this,What you need to do for the TV to work in your country, you will need to convert the TV to a region that will be able to work with your countries region.
TO fix this,please contact a specialist repair man to fix it up for you.
Also,In what position is the switch that can switch between internal or external speakers? If you connect any of the line audio outputs to a VCR or DVD, do you get any sound at all? If all of your tests to check Audio do not work, then I'm afraid you will have to have a competent technician look at your set. Considering it is a 38" Widescreen CRT w/HDTV, it could be worth fixing.
