The thread tension is too high, so instead of taking thread from the source, it pulls the thread from the needle. Adjust the Thread Tension Dial located at the top of the machine. Check the user manual for adjusting the tension.

I believe that serial number for that machine was made in 1924 according to this table I found on their website at this link-

As for the value, it all really depends on the quality. The machine is quite old and will definitely value over $100, but the best way to find out is to take it to an antique dealer. Maybe even take it to a few pawn shops and get a quote. Other than that, the price is really just up to the seller and the buyer.
