Well video problems can be caused by the video card or bad memory. You need known good parts to test and find out which is bad.
(I know this is obvious but make sure all connections are secure)

Basically you need a spare video card and stick of memory. Using process of elimination you can find the source of the problem. If you don't have access to these things you might need to take it to a shop. .

If your laptop has a monitor output, try connecting one. There should be a key (or two keys) that you can press to get the computer to route the signal to the external monitor port once your laptop has finished the startup. Try to get a monitor that has as high of a resolution as possible. It is very possible that the settings for the video on your laptop got set at a resolution your screen cannot function with.

Monitor Black, Green Power Light Flashes Monitor is 4 yrs. old

Assuming you've already checked your driver and system settings, tried a different monitor, and checked the cable and connector pins, this would almost certainly be a problem with the power or signal circuit board inside the monitor.
