Question about Lands Phones
The slow flashing indicates that your phone is currently set for Call Forwarding.
To cancel from this phone, pick up the handset (or use speakerphone), then press this key sequence: [FWD/DND], , [#].
The light should turn off, and you should hear a confirmation tone. Once you hear the dial tone again, hang up using the handset or speakerphone button.

I'm guessing that you didn't mention that the phone doesn't work, it must be in FWD mode. You can cancel CF, or get someone to go into 990 area 9 bit 3&4 and reverse the bits so it will be solid on FWD and flashing on DND.

Press intercom button
choose the call forwarding type to cancel as follows
dial 0 for internal and external calls
dial 1 for external calls only
dial 2 for internal calls only
dial 0 to cancel call forwarding
press speaker to end

A 7730 phone is an analog Panasonic system phone. It requires 4 wires to make it work, the voice is on the inner pair and the data on the outer pair of a 4-pin cable. Try moving the phone directly to the system cabinet and plugging it in there. The ports on the cabinet marked Jack 01, 02 etc usually are extensions 101, 102 etc. If the phone works there (make sure you're using a 4-pin base cord) then you have a wiring problem. If it doesn't work, fix the phone.
