Question about Toshiba 46H83 46" Rear Projection HDTV-Ready Television
The first symptom was no control of tv with remote control. We bought a second Toshiba remote, didn't work. I have some electronics experience, so I ordered a remote sensor, upon getting part figured out where it goes to find that the original part has four (4) leads.
the new part has only three(3). Virtually have no test equipment(VOM)
I am assuming the problem is on Toshiba board 23599707 or possibly PD1280-1 these are possible part numbers. I could live with this not working but have not determined how to switch from TV to Sat without the remote.
A 6ya expert can help you resolve that issue over the phone in a minute or two.
Best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
The service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).

It might require a qualified hands on tech. But by my experience remote sensor at the TV side wont have malfunction easily. You can still think about the Remote. You can test remote control by your own. How? You need to have a portable AM radio (MW). while pressing the buttons of the remote control you can move the tuning dial (Remote control should be close to the radio within 5inches). If you hear patterned sound it shows remote control is working. The AM radio method is well known and it has over 85% success rate for all kind of IR remote controls fail isolation. You can also try with known working remote control of other devices to understand the method. If remote control test shows that it works contact to service. Please send new posts if you need further assistance.

SOURCE: TV remote control sensor
yeah,it's very easy.
pull out the bottom part(where the speakers are) - they are held with plastic hooks on the inside, they are =on the left and right side and a few at the top. just pull one end and the rest will come off easily.
remove a couple of screws holding the buttons assembly and the bottom of the screen.
slide the screen carefully upwards and when you reach about half way then it will come off.
behold...the sensor is infront of you, it's a small pcb with a light sensor on it. (if you see sensors at the very top or side...they are probably focus sensors)
sure it's not the remote?

The sensor is not the only fault that can cause the remote control to not work. The sensor is only one part of the circuits involved.
Between the sensor, there may be buffer amplifier stage, and then there is the main uPC.
What we do is send a remote IR data signal to the sensor, and on the circuit board in the set I follow the data signal along its path using a scope in reference to the service diagrams to see where the data loss is.
Personaly, I would not blindly buy a new sensor based on a guess without doing the proper tests.
