If this is a "V" belt, make sure the small roller that tightens the belt is ok and not jammed up. It may have to be replaced. Also if the flat belt is stretched at all, it won't work either.

I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. Hoover Ultra U6430-900 Wind Tunnel Bagged Upright. The best way to install the belt on a Hoover to replace one or both of the belts @ the same time for the best cleaning. The average belt change is every 4 to 6 months for best results. There is a tool that looks like a screwdriver that has a right or left angle on the end that serves as a belt puller and to hook the belt(s) onto the brushroll 1st and then take your puller and then pull or stretch the belt onto the motor pulley. I need to replace the actuator pivot arm on my Hoover Wind Tunnel to fix the self propel feature. I can see where it needs to go but I can not seem to get the cover off the vacuum so I can get to it. How do I do this?

Your self propel wire could be broken. Lean the vacuum back like you were using it. If you stand in front of the vacuum look down and to your left. When you move the selp propel button you should see a wire move. If not then it's broken.
