We've found that when the container is overfilled with shredded paper, it will begin pulling shredded paper back into the cutters and jamming the machine. Sometimes reversing the machine will spit the paper back up, but if it is thoroughly jammed, only way to unjam it is to UNPLUG it first, then manually remove the paper from the cutters. Then, be sure to dump the container BEFORE it is filled with paper.
The TE error code indicates a heating error, usually caused by a faulty
thermistor. First, attempt to clear the error by unplugging
the power cord, waiting for 10 seconds, restore the power, and restart
the wash cycle. If the same problem happens again, close water tap,
unplug the washer because the unit may require service.

Canon support says reset machine by holding power button for one second until the display shuts off. Wait ten seconds, press power button - allow machine to completely turn back on. Otherwise, they say your printer may need repair.
(If holding the power button will not turn device off, you may unplug the power cord as an option).
I sounds like the cutter is jammed. This most likely was caused by a some tape getting caught in the cutter mechanism or by a build-up of adhesive on the cutter blades. The noise is most likely the cutter trying to actuate and not being able to. The solution is to clean the cutter to remove any debris and adhesive. This is normally done by a service technician and thus requires sending the printer to Brady. You can get faster service that costs less by having the printer cleaned by Graphic Products. They provide a full cleaning and diagnostic service, and can repair many problems. You can contact Graphic Products at 1-888-326-9244. They are also very nice about answering any questions you may have about the GlobalMark.
I had this Check 6000 when I first got the machine. The problem was that I did not lift up the top cover (where you put the paper in). As a result it locks the carriage and creates this error. Lift up the cove at the top of the machine, then turn the machine off and on again and 'Hey presto" your problem is solved.
