Can you be more specific about what type of monitor you have? There is likely several buttons along the bottom, one will say menu, if you click that there will likely be an option for brightness.

I don't have a Menu Button but I have one which shows the brightness. I cannot see anyway of adjusting the brightness. I don't need to change the colour.

Depending on your monitor it might have a menu button which has a brightness option once its pressed usually located at the bottom ar on the underside also

click start control panel display desktop you can select a different desktop from the drop down list

or a browse button where you can select different pictures this may vary depending on your operating system

also you can change the settings for more or less pixels or from the drop down list pick the appropriate level of color range or troubleshoot also select advanced then general dpi normal size, larger size or custom settings
always click APPLY after making any changes

windows 7

Open Personalization by clicking the Start button, clicking Control Panel, clicking Appearance and Personalization, and then clicking Personalization.

Click Window Color and Appearance.

Under Window Color and Appearance, click the color you want, and then click OK.

Note

If you see the Appearance Settings dialog box instead of the Window Color and Appearance

window, the theme might not be set to Windows Vista, the color scheme might not be set to Windows Aero, or the computer might not meet the minimum hardware requirements for running Windows Aero. For more information, see Troubleshoot problems with Windows Aero.

hope this helps

which operating system ? which brand and model ? Connect the power and data cables securely to the back of the monitor and the computer. Try plugging the computer and or monitor into another outlet to be sure there is no problem with the outlet. Go to the Control Panel and click on "System and Security" and then click on "Power Options. Click on "Change Plan Settings" and adjust the brightness of your screen. Push the button or buttons on the bottom front of the monitor to access the monitor controls. Scroll through the menus and look for a brightness control or contrast setting. Use the button or buttons on your monitor to adjust the brightness.

MY MONITER DELL E771A MONITER SCREEN IS VERY DARK I ALKREADY SAVE 100% BRIGHTNESS HOW TO SOLVE THIS PROBLEM

That's an old fashioned CRT. I'd increase contrast at well since it affects how bright the tones get and see if it helps. It should never be dark. It's may be dying.

Negative effect on Bright areas of Monitor/TV

Try demagitizing the moniter. In the monitor's menu it will have a picture of a magnic , select it. Sometimes it is listed as degrous. After selecting this, your screen will seem to spin then settle. If your still have problems, a magnic may have come close to the moniter while it was being stored, and that will ruin the picture.

Moniter brightness

Have you tried using the manual controls on the keyboard for changing the brightness (Fn right arrow)?
I think the epower management is crap, usually I just uninstall them all and adjust things manually.
