Question about HP Compaq 8710p NoteBook
Try to hook up an external lcd & see if you get video, if you don't then you might have a bad video chip on the system board.

As the notebook does not boot up and as you have already reseated the memory modules and tried connecting external monitor and as the issue is unresolved. It is clear that the issue is due to internal hardware malfunction of the system board of the notebook. However, before confirming the same, I would recommend you to perform hard reset which would discharge the static charges from the notebook. You can follow the steps listed below to perform hard reset:
1. Unplug the AC adapter from the notebook PC and remove from any port replicator or docking station.
2. Remove the battery from the notebook battery compartment.
3. Press and hold down the power button for about 20 seconds.
4. Insert the battery and plug the AC adapter back into the notebook PC.
5. Press the power button to turn the notebook PC back on.
This will remove the discharge the static charges from the notebook. Now turn on the PC and check for the issue. If the issue persists, then it is clear that the issue due to internal hardware malfunction of the notebook and requires an onsite diagnosis. At this point, if your notebook is under factory warranty then I would recommend you to contact HP to get your notebook repaired under warranty.

no in he power supply , but on the motherboards power regulation area,
you have to be real good at soldering 4 layer board and have the right tools . its not an easy job even if your skilled,
one bit of heat too much and you fry the board.
there are techniques to this that you can only learn by doing.
the caps are apparent if you are a tech.
the most you should attempt is to just purchase a replacement board.
I see these board available on ebay for 40.00 including shipping.

If it seems like you're accessing the hard drive (drive light comes on, flickers intermittently, then goes off, it's a good chance your screen is bad.
First thing to do is plug in an external monitor and start up the laptop. If it comes up with windows, you know it's the screen.
To find out if it's the backlight, or the lcd, toggle the monitor function and shine a flashlight on a slight angle to the screen. If you can faintly see what was displayed on the external monitor, then the backlight inverter is probably bad.
If the external monitor didn't come up, you're probably looking at a motherboard.
The good thing is that all of those are covered for one year under Compaq's warranty, on a new machine.
If you are able to use the external monitor, back up your data, because HP/Compaq usually reformat the harddrive. Additionally, if you've added memory, pull the cards. They want it sent back the way it came from the factory.
