Try to update the firmware version to 1.32 (latest version on www.canon-europe.com).
Then check the move of the carriage unit if any foreign object is on the move.
Last try a lubricate the shaft and replace the shaft cleaner.

SOURCE: We keep getting a 03800500

That is hardware error, if you have 1.2 or earlier firmware it can be a system bug that you fix updating firmware. Call Canon to get instructions on how to update firmware.

SOURCE: Canon iPF 8000: Hardware Error 03800500-2F2F and 03800500-2F30

it's a multiple problem....there is no enough ink for the head managment sensor to understand the good function of the print head.
Print a nozzle check to see what is going on
Then come back for more information

SOURCE: Canon IPF 700 with a hardware error 03800500-2f30.

this means that you have no ink flowing from the nozzles.
1.st if possible print a nozzle check from test print menu an see the result.
the other issue i can imagine is that you replace the print head without perform firmware update.
It is very important before replacing the print head to perform firmware upgrade (cd incl. inside the head box)
Also try a head cleaning B twice or more

SOURCE: I have a Canon ipf 700 and am getting a code:

03800500-2F2F Head management sensor error

The head management sensor detected an ink discharge error. A sensor sensitivity error was detected during head management sensor position adjustment.

Print head, head management sensor, or main controller PCB

1) Start by replacing the print head.
2) Visual check for any foreign substances around the head management sensor.
3) Replace the head management sensor.
4) If continuity of the cable between the head management sensor and the main controller PCB is abnormal, replace the cable.
5) Replace the main controller PCB.
