Try to check you Video Card Driver software is installed properly and if not then use the Utility disc to install it. Provided that it will to made your video play faster is install some Video Codec Pack inside. Check first the Display Adapter were it is installed at Device Manager.
My first guess is that your video card is starting to go bad. My second guess is the processor needs to have its heatsink reseated. If it is under warranty I would have dell repair it so you don't incur the charge of a new video card.
