Three thoughts---check for short to ground with fuse removed and power off (unplugged) on both sides of fuse.

Use a original type fuse---generic ones often blow for no reason.

Consider replacing the board if you can confirm issue is on it.

The samsung ln46a650 will click continously when triing to turn on and the red light just keeps blinking.

Most likely failed capacitors in the power supply. I am currently having the same problem with my 26 month old LN46A750. Samsung has greed to fix this as a "courtesy repair".

If a fuse blows like that there is a major problem, inside. I suspect that what your are seeing is the inrush thermistor, and they exhibit this under great load. I would explect that this fault maybe in the actual PSU. Due to the lack of service manual support, i would get a quote for repair from an authorised service center.

Blown fuse

Continued replacement of fuses without fixing the reason for them blowing MAY be doing additional damage to components in the unit.

It needs to go to a repair shop. It is likely there is damage in the power supply section or that of the power amplifier section.

Sanyo 25" TV struck by lightning - where do I begin?

Not to different from arcade, If the fuse is blowing right away check the bridge rectifiers next for shorts and anything on the primary ac to dc side first, Caps, may have a surge suppressor on the ac side. If it was lightning sure you will find it in this area. Secondary supply shorts usualy do not blow fuses, Just cause the supply to shutdown.

Fuse keep blowing off

If the fuse keeps blowing, that is an indication that something has failed and is drawing too much current. Most likely it could be a problem with the power supply, such as a shorted rectifier diode or voltage regulator. Another possibility could be a shorted audio output module. Unfortunately, you'll have to take it to a repair center to be serviced.

Please let me know if I can help you further.

Good luck!
