Hardware problem, definitely!

Cooling fan intermittent and overheating RAM and Video Chip (and processor).

After verifying fan is running, boot with ubuntu live cd and run memcheck.

How do I access the boot menu at startup, Sony vaio vgn cr190 Win XP?

You can either try to spam the F12 button upon start-up to directly select which device to boot from, or either F4 or Delete are the typical keys used to get into the BIOS and you can change the boot order from there to automatically select a CD drive device if it ever detects one.

How to reset mbx 160 bios for a sony vaio

To reset the BIOS read the information from this link.

In case of your laptop the easiest method would be using software from Hiren's Boot CD as it's pretty hard to open it up and reach for the CMOS battery or the jumper.

Vaio vgn-fs790 will not power on

if your motherboard isnt getting the power it needs it very well may be one of these two things. First i could be a bad connection on the board which you can't do anything about. and Second you may be connection the cords from the power supply to the motherboard incorrectly.

Make sure everything is connected properly and then try again. If your motherboard does turn out to be bad then you will need to replace it from sony try to get it returned and but a better system. alot of sites can custom build you one and not restrict what you can upgrade with. For example Cyberpower or Ibuypower.
(thats if you just bought it)

Beeping on initial turn on is generally a Ram issue.
turn off laptop, remove battery.
Remove 1 stick and boot and see if it beeps
if it beeps, remove other stick install stick that was removed
