This means that the primary local oscillator couldn't be calibrated during the RD's self-calibration procedure. You could get your RD repaird by Bel/Escort, but with these older models, your best bet would be to take advantage of Bel/Escort's trade-in offer to get a current model which provides significantly better performance -- particularly with regards to Ka band radar.

The engine sputters as if flooded when it is hot and when the weather is hot. If it is cold it will run and start perfectly.

Check your Distributor Cap for cracks, also check the pcm for DTC's.. I have seen 02 Sensors cause symptoms like this also..

I will need more information to help you further diagnose this problem

Can you get any codes out of it..You said it wont start when its hot..So that means it will start first thing in the morning? Does it go dead while driving?Anyway is possible to drive it to advance or autozone,,if so they will scann it for free..If you get any codes it might help find out whats going on

"fail safe engine mode". this warning comes on constantly when driving usually in poor weather conditions

This warning means that a fault has occurred that would have disabled the car in older models, the computer control has worked around the fault to avoid stranding you with a non operational car. You need to see a dealer or a well equipped shop and have the computer scanned for the fault code or codes that are stored when this happens. The engineers who design cars and trucks call this "Failure Mode Strategy"

1997 dodge ram wont start hot, starts fine in the cold but in hot weather needs the throttle pumped and sometimes even that wont do it

What is the condition of the starter ? Is this an engine hard to turn over problem when hot ? If so, the starter might be grounding out, this happens only when the casing is hot.

Starting in hot weather

Turns out that Hondas are notorious for having starting problems during the summer (sometimes it also happens when you just run them for a short while). I have a 1990 honda civic lx and was having starting problems and noticed that it was mostly during hot days. I got my starter rebuilt but the problem continued. Also I noticed that my car was flashing CODE 16.
The flashing code, together with the starting problems, points to a problem with the MAIN RELAY.
Turn the ignition on and check for codes, pull the carpet back on the passenger side floor and look for the flashing LED, count the flashes--that'll be the code (there's a short pause inbetween codes).
The Main Relay is located under the dash on the driver side, usually on the left hand side, can be up against the left wall, it's a small black unit with a plug. You need to unscrew it from its mounting bracket first. Change the main relay and it should solve your summertime starting problem.
