Check first to remove the battery and plug the cord if it is working without battery...if working..means the battery problem...
try to put the battery back into laptop and check if working and not working.

Not charging means the battery is not being charged. Batteries only
have a useful life of so long, then they die and will not take a charge
so you have to replace them.
If the laptop works fine when the
power cord is plugged in, then just replace the battery. if the laptop
does not work on the power cord, then you need to either replace the
power cord or look to see if the DC Jack where the power cord plugs into
the laptop is broken or wiggles. When the DC Jack it bad the battery
will not charge and eventually the laptop will not turn on if the power
cord can't make the connection correctly.
Take an ink pen and push the tip inside the jack and see if
the little pin wiggles, if so the jack is bad. You'll have to take the laptop
apart to fix it. Most times it is soldered onto the motherboard, so you
will have to desolder the old and solder a new one.
Did you check the DC Jack where the Power Cord plugs into the laptop? If it is bad (wiggly or loose) then the laptop will not power on. Take an ink pen and put it where the power cord would plug into the laptop and see if the jack wiggles or is broken. If so, that's your problem.
The old power cord might be some good if the problem is with the DC Power Jack.
The power supply may be at fault. You can try testing the supply with a volt meter. However, this may be inaccurate because there is no load on the power supply.
You can try a friend's power supply or buy a universal power supply (usually cheaper than an OEM one).
You may also have a problem with the DC Jack. This is a common problem too. Try moving the tip of the power cord in the computer. Does it feel firm. Do the power lights come on and off. Unfortunately, DC Jack problem will require a professional.
I have a new gateway laptop with windows 7 and today it said plugged in not charging 8%. I tried everything and nothing worked so I turned it off and unplugged it and took the battery out and put it back in and it started charging...hopefully this works.
double check your power cord! i just went thru 3 days of troubleshooting my Gateway M6318. Thought it was my dc jack.... after tearing down my laptop... finding the jack in tact, soldering in tact. testing my power cord... off and on for 3 days.. it was reading 19v.. which is what it should... but as of today began zero reading on tester. Tomorrow I will buy a new power cord to see if this was the correct problem... wish i would have found the above reference site before all the other troubleshooting i had done... tearing down my lap top, pulling, tugging, twisting my power cord to get a good charge.... etc. hope this helps!

Your Problem Is The DC Jack You Need To Have Yours Replaced... THis Involves Complete Disassembly Of the Laptop Down To The Motherboard, Then The Old-Bad DC Jack Needs To Be Desoldered and removed and a new one Soldered Into Place....
