If, when turned off and plugged in, the indicator light is red, the battery is low. If the light is purple, the charge is medium. If it's blue, the charge is high. Good luck.

There is no battery charge state indicator. The owners manual merely states if the bike moves slow, charge the battery. There is a fuse that should be checked. See owners manual.

Best to charge unit from Mains or Computer USB, then you know it's fully charged. Navman has charge in battery but you need to fully charge it yourself , then you know where you are.
Yes, you have to charge it before using it. Probably there will be a red light somewhere on the power bank while it is charging that should turn green or blue once it is completely charged.
You're best to charge them powered off. It's healthier for the batteries. Just put them on the charger and give them about 12 hours of uninterupted charging time.
