Question about Bissell Carpet Cleaner Powerbrush Deep Cleaner Vacuum
Brush bar keeps falling out of housing it's attached to two little black arms, one side a drive belt attaches. The brush spins in upright position, but when release pedal to clean carpet it wont push forward

its probably a solenoid that controls the flow to the floor, take it to a bissell repair center, because its not an easy fix.

The reason for the brushes to stop when it is above any surface is there is a switch in the handle that stops the brushes so it dont burn your motor up it may have a faulty switch.

That means that you need to replace the pump belt. Here is the belt you
