Question about Nikon D3000 D3100 18-55mm
Sounds like a bad capacitor.... it cant store the energy to make a burst.... you could test by going to a camera store and see if a external flash will work on the hot shoe.. if it does it will most likely be cheaper just to buy that than fix the on camera flash.. and it would be a much better and more powerful flash as well
