You would have tried multiple times with an incorrect code. So you have been barred. you need to wait for specific period of time. The time depends upon the network provider. Better call your network provider and say your problem.

I don't know what Make/Model of phone you've got, but basically you go in the Menu/Tools/Settings/Calls/ then select the Outgoing/International/International except to home country/Incoming/Incoming when abroad, and select Activate or Check status or Cancel.
