SOURCE: toilet fills up very very slow
REMOVE FILL LINE FROM VALVE. HOLD IN BUCKET AND TURN WATER ON, IF GOOD PRESSURE REPLACE COMMODE FILL VALVE. IF BAD PRESSURE CHECK FOR BLOCK ON LINE IT MAY HAVE SEDIMENT ON THE FILTERS.

SOURCE: Toilet tank not filling
shut the water off to the toilet .Remove the toilet supply from the tank end.slowly turn the valve on to see if their is any water coming thru the supply.If water is coming thru the supply than you know you need to change the ballcock.This is the part in the tank where the water comes out of.

for the upstairs if the valve is fully on there is not much you can do other than replace water service to the house or heaven forbid repipe.Valves usually don't restrict fill volume.But you can take the supply loose from the tank and stick it in a bucket turn the valve on and check the flow.this should narrow it down.Down stairs repair or replace flush valve

Check your flapper line to the flush handle. The flapper is in the tank on bottom. There shoiuld be a plastic line to handle or chain. :)
