While panning from a brightly lit area to a very dark area, flashing lines appeared on the viewing screen with the camera in camera mode. When in playback mode, the picture is normal The problem seemed to correct itself for a very short time. I turned on the camera and the screen was normal when pointed at a dimly lit area, but when pointed at a bright area, the lines and flashing returned.

Take a picture while those lines are being displayed. Do they also show up on the picture? If so, then this sounds like it might be a defective CCD imager. Canon will fix this for you for free, including free shipping both ways. This is regardless of your camera's warranty status. Please check the following two links for more info:

Underexposure with Nikon SB-600 flash

1 - Make sure you don't have your diffuser screen pulled down. This is easy to overlook and will produce that effect.
2 - Reset your flash - hold down the "Mode" and "On/off" button together for a few seconds. This gets you out of any funky mode you could have accidently put yourself in
3 - Put camera in fully auto mode. That clears any weird modes you could have gotten into there
4 - Clean the contacts on the flash and camera. I use a pencil eraser and wipe with alcohol and paper towel. Dirty contacts can cause flash misfire or cause full flash during the preflash mode, which gives you dim or dark photos or sporatic flash operation.

FinePix F470 Lines on images and faded colors on photo mode.

You have over exposed pictures due to the shutter sticking.
The video is the clue to the problem. It doesn't use the shutter.
Shutter needs to be cleaned. This is no easy task im afraid

White/blank vertical lines

Try cleaning the laser **** glass. If dust or toner is on the glass, you won't get proper or even charge due to this condition. You need to remove the photoconductive drum to check this.
