Hello.. sorry for the late response.
i havent personally played this game but this is a common problem which points out to the corruption of graphic drivers, incompatibility with the running programs, insufficient graphic hardware. Hoping you have the recommended hardware, may be u need to update ur graphic drivers.Close all the anti virus or spyware programs before running the game. Also sometimes uncompatible screen resolutions prove to be the culprits. So check all the available options. This is even hard to resolve bcoz u are not even getting a error message.

Not sure which one it is your trying to get working toca2 or toca3
I cannot get toca2 working at all toca3 requires you to right click game icon once installed and set compatibility to windows xp and put a tick in run as administrator

Ok. so i have heard that people have had a fare bit of trouble getting toca race driver to work on windows 7 but that starforce wont let you. well for thoughs of you i am here to help. lets get straight into it, first open device manager then click the view tab, then click on show hidden devices. then scroll down till you find the starforce driver, then uninstall it then come back to this page. then go to my computer then go to c drive/windows/system32/drivers. then look for a trio of files called sfdrv01.sys, sfhlp02.sys,sfsync02.sys and then delete them. the numbers may be different, e.g sfhlp03 instead of 02. but delete them all. then open run, then type regedit. then click the edit tab and click on find, searc for the phrases, sfdrv, sfhlp and sfsync. they will most likely all come up in the same area. delete them all, the actual folder is best. then download d3dx9_27.dll and place this in the folder c/windows/system not system32 just system. and thats it enjoy. any more questions just post your question here and ill get back tp you. and yea it is a boring process but its worth it. since ihepled you out can someone please give me a link for a recording software and ill upload to youtube and show you it running and what to do if you are lost with how to do this.
You may need to change the setting on the games desktop shortcut. "Right click" on the game icon, click on properties. Then click on the "compatibility" tab. Check the "Run this program as an administrator" Click appy then ok. The game should run.
The only think I can think of is the dvd its self is bad and there could be some hairline scratch or dirt that you cant see, i'd try cleaning it and if that doesnt work, they might have sold you a bum disc. I hope i could help
