No .. it can also be recirculated . you will need charcoal filters if you do so. There is a specific charcoal filter for each microwave hood. Any appliance part dealer would carry it ( you will need to give them the micro hood model number ) or you can order them online through Whirlpool parts website ( whirlpool owns maytag)
I presume that you can hear the fan running? If so, most over the cook top microwaves have an option to vent to the outside or simply recycle through the filter and vents above the unit. If you check your manual there should be instructions on how to change this configuration to suit your situation, but it likely needs to be done before you install the microwave.

If your range hood or microwave recirculates back in to the room.
Both filters are required. The mesh filter catches the grease & air particulate. The carbon filter should be changed regularly www.HoodFilterFactory.com ( avoid range fires that spread quickly) & clears the recirculated air from smoke,odors, & airborne particulate.
With yours venting to the outside, you ONLY need the mesh filter. These filters should be cleaned regularly ( Avoid mentioned hazard) & should be replaced when you can no longer clean them enough to see through them when holding up to the light.
Mayny reason. Does it vent outside? If not you are not getting a great amount of air flow. Are you filters clean? Dirty filters will stop max air movement. These are not the best machines for moving air but they sure are great spacemakers. Not sure if this can be fixed by any means other than a true vent hood.
you got to have make up air from someplace! the microwave cavity is sealed so microwaves don't leak out. [door seal] why would you have a grease filter on a microwave? is this a combination range vent hood AND a microwave exhaust system?
