Here is the info straight from Dell. looks like you have an internal power issue. You will most likely need to contact Dell directly for assistance, they are pretty good about giving support even if the system is no longer covered under warranty.
If the power light is blinking amber - The computer is receiving electrical power, but an internal power problem might exist.
Ensure that the voltage selection switch is set to match the AC power at your location (if applicable).
Ensure that the processor power cable is securely connected to the system board.
Hi, If the power button light is blinking yellow . Generally it means the problem is with the power supply and needs to be replaced . If after replacing the power supply the problem is not solved it would be the motherboard failure.

This means that the windows setting you have set can not display on your current monitor. There are two ways to fix this, one is to boot the computer in safe mode by pressing f8 after the POST screen and change the resolution and the other is to plug the computer into a different monitor to see if supports that resolution and then change the resolution in windows to a lower setting.
In case you don't know how to change the resolution in windows, follow below.
Right click on the desktop Properties Settings at the top Move the slider to 1024x768 Click ok
Try rebooting. If that still doesn't work, try another resolution.
