That means all your activations have been used up and you'll have to wait an extra week before you can download again.
However, pay attention: have you registered this account on multiple ps3 consoles?
If the account has been deactivated on the other PS3 systems properly and you still get the error, then it wasn't properly registered through Sony's servers and you'll have to contact Sony directly to let them know your account wasn't deactivated properly on other ps3 consoles.

I am having the same problem with my sons ps3 i sign in with my email and password and there was a issue with netflix and now i cant even sign in. Im going to try to erase netflix off ps3 and redownload it and see if that works. I would start there if you know what your doing maybe your running the old app that requires the disk
the only thing i can think of is that the parental controlls for the ps3 are on or when you made your psn account the age you put in wasnt old enough to be playing rated M games it did this to me when i created an account with my real age so make a new account with your age at 30 or something also about the saving problem check your HD drive to see the save options. hope this helps dude
